IMPLEMENTASI KEBIJAKAN PENINGKATAN PARTISIPASI MASYARAKAT DALAM PERANCANGAN UNDANG-UNDANG (SIMAS PUU)

Public participation is very important in drafting laws. To increase participation and simplify services to the public, it's done through the implementation of the SIMAS PUU egovernment application. This research focuses on answering the implementation of the regulations of the Head of the DPR RI Expertise Agency regarding the management of public participation in drafting laws that have not run optimally. A descriptive qualitative approach is used in research that takes place at the Center for Drafting of Laws, the Expertise Agency The Indonesian House of Representatives. The result of this research is that all aspects of the policy implementation model from Van Meter and Van Horn have not been achieved as a measure of the success of implementing the SIMAS PUU application due to human resources, budget support, and lack of enthusiasm from external parties. Recommendations given to increase public participation through the SIMAS PUU application include recruiting experts and forming a special team for application management, developing human resource capacity, increasing socialization of the SIMAS PUU application on various occasions, as well as regular monitoring and evaluation for at least 3 (three) months once related to the SIMAS PUU application.
